WRITING TASK 2 (AC + GT)

Do you feel that it is a good idea for governments to place a restriction on the number of children a family can have in order to control rising population numbers?

SAMPLE ANSWER

Regarding the question whether a country’s government should be able to place a restriction on the number of children a family can have in order to control rising population numbers, I personally think that a government should not be able to take this step.

The concept of a government restricting the number of children a family can have was put into action in China as the one-child policy. Families were only allowed to have one child, which resulted in the deaths of many girls, as families thought boys were more useful in terms of supplying the family with money. If this restriction is imposed in western countries, I believe that the result will not be the same.

However, in less economically developed countries, such as India or Kenya, the result would be the same as in China. In poorer countries, families require a large number of children, because for them children are a means of security. Due to poor hygiene conditions, many children die at young ages and therefore families need to have many children to ensure that at least one or two survive to become adults. Children are needed in poorer countries to supply the family with income and to furthermore care for parents once they are old. They are important economic factors and should therefore not be restricted. The proposed restriction would additionally breach people’s human rights.

I believe that the government should not place a restriction on the number of children a family can have, but should ensure that all children have access to the same resources and have equal chances of achieving success. In poorer countries, children have to work and therefore do not have the opportunity to obtain a decent education, whilst in western countries children are educated and therefore have an advantage compared to children from poorer countries. By restricting the number of children a family can have, the opportunity disadvantage for children from poorer countries would increase even further, as they would have to work more and would obtain even less education.

In conclusion, the government should put more emphasis on creating equal opportunities for all children rather than limiting the number of children a family can have.
